United States Democratic New York Rep. Jose Serrano, on Friday, introduced a bill in Congress that would repeal the Constitution’s 22nd Amendment – allowing a United States president to serve only two terms – according to the Daily Caller and other media outlets.
The Jan. 2011 bill, House Judiciary Res. 15, introduced by Rep. Serrano which has now been reintroduced a year later states:
… an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.
Serrano’s inspiration for introducing this bill is not necessarily President Barack Obama, as the congressman has now introduced the bill for an eighth time through the years. Serrano proposed such bills during President Clinton’s term in 1997 and 1999, and during President George W. Bush’s terms in 2001, 2003, 2005, and 2007, as well. He has long believed that a president should not be limited to just two terms in the Oval Office.
None of the bills ever made it to the floor of Congress.
If this bill were to pass, President Barack Obama – or even George W. Bush or Bill Clinton – would be allowed to run for office again and serve a third term. If any of the men were to do so, they would obviously become the first president in the United States to do so since former President Franklin D. Roosevelt.
